The context
When energy prices rise, the impact is not distributed evenly.
It affects Sassuolo, with its kilns. Taranto, with its steel industry. The coastal petrochemical hubs of Southern Italy and the manufacturing districts of the North-East.

The data needed to understand these dynamics exists. But it is rarely organised in a way that is useful for those governing a territory.
The analysis
We developed the Energy Exposure Index: an original analysis covering 7,890 Italian municipalities, measuring how structurally exposed each territory is to an energy shock — and through which mechanisms.

The result is a risk map designed to help local authorities understand their position and guide policy decisions.

Is the report really free?

Yes, completely. This is not a preview: it is the full report in web format, with interactive maps. For an in-depth analysis of your territory, get in touch.

Is my territory included in the analysis?

The EEI index is calculated for all 7,890 Italian municipalities with at least 500 residents. All provinces and regions are included.

Is the data up to date?

The reference year for the data is 2022 — the latest year with full municipal-level coverage. The report was updated in May 2026.

What format are the maps in?

The report is web-based and interactive, and so are the maps. The PDF version is available to download, but the maps are static. In the Scenarios section of the Civiqa website, we plan to publish further insights with even more detailed maps and charts.

Can I share the report with colleagues?

Yes, freely. We recommend inviting them to register, so they can receive any future updates and insights.
